Discretionary parole promises a return to society for people who have transformed themselves in prison; but in practice, this arbitrary, maze-like system traps tens of thousands of mostly Black and Brown people who are eligible for parole and could safely be released. 10 years of data show that parole outcomes in California indicates bias infects every part of the process, and goes beyond race: parole applicants with mental health conditions, disabilities, cognitive impairments, transgender or gender non-confirming abilities are all less likely to be granted parole than their counterparts.
Despite more people being eligible for parole than ever before, parole grant rates are at a 5-year low.
Senate Bill 81 (Nancy Skinner, SD9 and Josh Becker, SD13) will increase fairness and oversight in the parole release process, creating a more meaningful chance at freedom for parole candidates.
Please join the California Alliance for Parole Reform for their first Community Town Hall on SB81 at 6pm on Wednesday, May 10th. The Town Hall will feature several advocates and formerly incarcerated community members sharing their perspectives on how this bill would impact parole-eligible folks in prison.
